Conduct that gave rise to breaches    
1. Whilst off duty PC Muntean approached members of the public who were involved in what appeared to be an assault. The officer revealed their warrant card and made it known that they were a police officer.
PC Muntean sought assistance from other police colleagues on duty.  It is alleged the officer was discourteous and used abusive language towards them. The officer was intoxicated throughout the incident and was subsequently arrested for being drunk and disorderly.
2. On a subsequent occasion when attending an external police course PC Muntean made inappropriate and offensive comments to other attendees about a police colleague. Whilst off duty and in a public house on one of the evenings, the officer became intoxicated and made inappropriate comments whilst in conversation with members of the public who were aware that PC Muntean was a  police officer. 
PC Muntean subsequently returned to the bar in their hotel where the officer repeated those comments to a professional colleague from another police force.
